Its scheduled closure in 2010 will be so early

We are at the foot of the wall. "The impasse in which the Department of Alpes-Maritimes to eliminate its waste is the unanimity of the actors concerned, State, local and business communities. Only the Department ultimate waste storage centre, site of the cooler to Villeneuve-Loubet reach saturation, found an expert mandated by the administrative tribunal. Its scheduled closure in 2010 will be so early. "It will be effective no later than in a few weeks", has just confirmed the prefect. This decision met the residents, who complained for years nuisances and pollution, while the operator, Southeast sanitation, estimated that the site could still operate a year.

The closure of the cooler will generate a deficit of capacity of processing of 300,000 tonnes of waste per year. "We leave the impasse as if each takes its responsibilities", says Eric Ciotti, President of the General Council. Since January 2005, the departments are responsible for the monitoring of the plan of disposal of household and similar waste (PEDMA), but the collection and processing are Commons. The review of this plan was commenced in July 2008 in the Alpes-Maritimes and expected to be completed in October.

Rehabilitation of incineration

In view of the urgency, Eric Ciotti advocated several solutions, including the rehabilitation of incineration with energy recovery. The closures of incinerators of Antibes and Nice, planned in 2015 and 2018, will no longer news in the new plan. Both have already is the subject of a standards update, "their gaseous emissions are lower than the maximum emissions imposed by the regulation." They are not yet saturated and could immediately allow a portion of the waste that cannot be stored in the cooler. Reeve, for its part, has decided to authorise the incineration of 125.000 tons of waste in the cement of the Paillon Valley, to the chagrin of residents. Remains to identify land to build new storage sites, none of the projects envisaged for the time resulted.

End of 2010, a second organic Recovery Center will be operational (the first is the basin of Cannes-Grasse). Of a capacity of 40,000 tonnes, it will be located in the municipality of the Broc and should meet the needs of 80 municipalities of "middle country", on the eastern shore of the Var. It should be at least a third to the West of the Department.

Because the effectiveness of the overall device through a better valorisationr and by a reduction of the mass of the waste produced in the Department (500 kg per capita and per year against 360 kg for the French average). Chamber of commerce and industry has worked for several years with companies which produce annually 670,000 tonnes of waste, half of which are recyclable at this site. The Grenelle of the environment provides that, by 2012, it will be necessary to reduce by 15 the quantities of waste from storage or incineration either reduced from 110,000 tonnes per year for the Alpes-Maritimes. In the immediate communities as companies will certainly have to export some of their waste in the Var treatment facilities or of Bouches, a second-best solution which will make explode the price.
