Fortunately this interpretation is wrong

The youth unemployment rate was published end February: 20 on average in Europe, 25 in France, 26 in Italy, 39 in Spain, but 20 to the United Kingdom and 10 in Germany. Given so, these figures were what quite concerned because they suggest that in France a young four would be unemployed.

Fortunately, this interpretation is wrong. It is not indeed a quarter of the classes of age 15-24 years, but a quarter of the only "active" or in search of employment for these classes of age. With regard to young people, the largest number is training at these ages. "Active" population it is comprised of young people out of the school system or of the postbac, either voluntarily or because they were not able to follow the training. The pupils and students are not considered as "active" within the meaning of the employment statistics, even if one can hope that they work much. Pushing the reasoning to the extreme, it will say that, if all young people aged between 15 and 25 years were all studies except one who seek, without success, employment, youth unemployment rate would be declared 100, but their rate of activity would be void.

Understand the youth unemployment rate, should indeed be interest at the rate of activity defined by the number of assets that they are employed or unemployed, reported to the corresponding population. In France activity of young people is low, 7.1 per cent, of the same order of magnitude than in Europe. However, there are young people who are not "active" because they are students, but which still occupy a job. In 2008, 28.8 of 18-24 years were in this situation.

Among the 2.2 million students enrolled in higher education, three quarters exercising a paid activity, a very diverse duration from the odd of summer for 30 of them to the integrated activity studies for 1 in 10.

Back to one-quarter of youth assets which is unemployment. They are for the greatest number out of the school or University with a very low training level. As the rate of youth unemployment, share of youth out of the system without qualification gives rise to the proclamation of the more misunderstood figures. In the French nomenclature, the first level of qualification is the level of the CAP, said level V. It corresponds to two years of a certificate of professional competence or of a patent of professional studies. The other hand, in the international nomenclature established by Unesco, level III for this classification includes secondary lessons of the second cycle. To be classified in the secondary level of the French classification, it is sufficient to have access to the last year of a cycle, without necessarily a final success, while the international classification to the certificate or diploma. The result is not negligible: the proportion of young people from 20-24 years who have a low level of study is 7 in the French nomenclature is 17 in the international nomenclature (see "State school" DEPP/MESR).

The youth unemployment amplifies the fluctuations in economic conditions. All studies show, the degree is still the best protection against unemployment, but scarcity of hiring phases lead to a de-skilling of the more graduate jobs accepting positions occupied in the phases of high conditions by graduates of intermediate levels; trailing are the least qualified who suffer most from low conditions.

The conditions for obtaining of the diploma are very important. In countries where there is a close relationship between the world of education and the world of work, i.e. the company, the youth unemployment rate is much lower than in the other. It is thus for example the Netherlands and the Denmark 40 of young people from 15 to 29 years are employed, 20 continuing studies without employment at the same time, more than 30 pursuing studies in employment and less than 10 are unemployed and are not studies. France on the contrary, 37 have a job, 40 are without care for employment, less than 10 are in employed, but 12 are unemployed and not education pursue. For the less qualified, reform efforts may not be released.
